Town Coordinator's Report December 12, 2008 Conferred with Tim regarding trenching regulations, FY09 chapter 90 plans, and energy savings at highway barn which average 45% less consumption since the lighting changes were effected. Contacted EMS director regarding FRCOG survey. Contacted WiValley regarding most recent order status. Met with Treasurer regarding need for faster timeline on tax rate classification hearing. Drafted notice and contacted board members regarding date change. Posted Friends of Mt. Grace, Broadband Committee, Selectboard and Fin Com meetings. Developed agenda for FinCom meeting. Contacted insurer regarding cost of increasing total liability insurance limits. Publicized sewing workday at town hall on Sat Dec 6. Open enrollment for long term disability insurance begins Jan '09. Got answers to weatherization grant question regarding income eligibility. Other existing offerings cover lower income residents. Forwarded structural analysis to DCR. Engineer concludes the antenna loading is acceptable. Forwarded community development strategy and project list to FCHA. Contacted Fred Dupere regarding ESCO contracting. Conferred with phone installer, ok'd purchase of power supply needed. Met with rep from DEP regarding cleanup of oil spill in picnic area. Also discussed procedure in future instances, law and forms for hazmat removal. Met with G. Lambert regarding sprinkler system at WCS. Consulted chairman of BOS, contacted area firms to contract to make repairs. Returned Ellen E's call re sprinkler and heating systems. Posted tax classification hearing and submitted advertising. Logging device for sprinkler system air compressor installed this week. Wrote a press release on the solar lighting installation at the Veterans Monument. Suggested changes to town web site to more accurately reflect funding source for project. Worked with volunteer to get tables set up and material moved to be ready for sewing project on Sat Dec 6. Responded to FRCOG inquiry regarding elevator contract bidding. Posted info about resources to assist residents on list-serve, sent to webmaster, and printed copies for distribution. Submitted plans for Am Tower site drawn by Access Plus to Am Tower site supervisor. Did site visit at school with school custodian. Checked compressor log. Received and reviewed numerous departmental budgets. These are due Dec 15. Treasurer reports that our unemployment insurance rate is slated to drop from 2.5% to .1% and my analysis shows that it would have been less costly to have paid out of pocket actual cost of a lay-off than to use the UI system. Met with Chris R regarding Enterprise Accounts and filing recap info to DOR. Attended WCS Sieman's energy audit. Processed bills for payment. Attended tax classification hearing and wrote meeting minutes. Posted position opening for transfer station job. Got sample job descriptions from Athol DPW and Solid Waste District. Researched personnel policy. Referred question to Town Counsel. Conferred with American Tower on site plan for lease and acceptability of drawings. Notice to Fire Chief re WCS sprinkler system shut off. WCS evacuation plan to include Town Hall as alternate site. Increased liability insurance upper limit per American Tower requirements. Premium to be borne by Broadband project. Worked on pricing losses due to weather emergency. Met with FEMA / MEMA reps at town hall. Tim gave them a guided tour. During emergency got updates from EMD Erviti every two hours via cell phone and Sneaker netted to chairman Lemon while phones were out. Ice on trees improved my cell phone service substantially. Install of phone system upgrade at WCS will happen over Christmas break. Interviewed by reporter from Recorder regarding weather. Installed back-up dial up service at Highway Dept. Consulted with Dupere regarding BOH statutory authority. Final hiring decision of transfer station attendant is Selectboard responsibility. This is a change from past practice but consistent with Personnel policy and MGL. Forwarded CDBG grant documents including minutes, sign-in sheet, advertising to FRHA. Submitted updated ground and tower plans to American Tower. These are subject to engineering study for approval. Verified that FEMA / MEMA are not covering Residential nor commercial losses. Wrote and submitted help wanted advertisement for transfer station job. Drafted technical assistance request to FRCOG for help updating Open Space Plan. Advised town counsel to continue the Severance case as there is substantial progress. Helped BOH member get mileage reimbursement from accountant. Got environmental clean up vendor list from DEP. Filed for reference. Supervised community service volunteer. Changed info on pendant signs. Updated town hall use calendar.
