Town Coordinator's Report March 7, 2008 * Road and Emergency Maps - Received and copied for distribution as .pdf files of road and emergency response maps from FRCOG for Warwick review. * Insurance - Bound all the Town's insurance for FY09 including property, liability, workers compensation, bonds, police and fire with Massamont agency. Reviewed the sufficiency of budgeted FY08 insurance lines, Unemployment insurance is under-funded and will require Reserve fund transfer before year-end. Next year's budget for this line will need be increased for UE. Contributory (Town's share of health) funding is proving to be ok. I found that workers compensation has been double funded in the budget for several years and explains why we were able to cover audited premium increase of $2400 when only $750 was budgeted. >$4k remains and the bills are paid. That new basis on worker's compensation of +55k in highway employment will carry forward to '09 budget. I bound current property and casualty with MIIA to their most current statement of values. Massamont is saving us about $8k next year over MIAA cost this year and includes the higher property values and as well lowered the deductible from $5k to $1k. * Planning Board submitted final version of zoning changes for presentation at ATM for printing. * Spoke with Bussolari, engineer for sprinkler system, regarding his progress, reporting and billing on WCS system. The testing is scheduled for April during vacation week. His work will consist of looking at the drawings, meeting with contractor, a walk through, spot-checking the drawings, and overseeing hydrostatic and pneumatic testing. He was dubious of the "water quality" claim for failure as is a dry system and shouldn't have contained water. * '09 budget - This needs budget numbers for schools and we won't have it until late in March. I am going to plug in 5% increase to have something to work with. We will have all warrant requests by April 24. The FinCom is considering ways to fund the new highway truck. The past three trucks, the brush chipper, the backhoe and the loader were paid for with chapter 90 money. The Fincom would like to meet with the BOS to discuss Chapter 90 plans. I relayed my understanding that all the state grant money for two years is to go to repaving Orange Road by regrinding / relaying existing pavement. I could not answer the question of whether this was a departmental or BOS decision. * The Western Regional Homeland Security Advisory Council's Training and Exercise Committee has approved the NIMS (incident management) training form that we submitted for EMS, Fire and Police Chiefs for $1,440 in reimbursement. Attendees are attempting to schedule training locally and it must be completed by June 30, 2008. * I provided some support for Town Report project. * Note that budget training at FRCOG with Terry Williams is scheduled on this coming Thursday evening in Greenfield. * Schedule A the Town's comprehensive financial report for FY07 has been submitted electronically. Books are closed. Free cash certified. * Wireless point-to-point bridge instituted for a solid Internet connection obtained from the library. Separate local area network established for town hall. Studied MIT Roofnet project and Mesh routers seeking a way to extend signal to FD and PD. * Six folks from Warwick were to attend last Saturday's forum on Broadband, which was cancelled due to weather. Wonder if Verizon's announcement day prior regarding DSL was an attempt to thwart competition that the broadband bill will / would have engendered. I recommend Warwick press the legislature and ignore Verizon who are ignoring Warwick as we are one of only ten MA communities they don't plan to serve * Attended Finance Committee, Heritage Landscape and Small Town Administrator's meetings. Latter was on broadband and same day as Verizon's DSL announcement, which excluded Warwick. More discussion with Steeplechase broadband on Warwick, American Tower, propagation study. Provided some constituent service regarding permitting and in another instance job training. BOH food notice in newsletter is raising some ire. Trying to get an understanding so I can help with compliance. Use of town hall kitchen may help mitigate some problems. * I am trying to recruit candidates for one-year BOH and three year BOS terms.
