Town of Warwick Selectboard October 20, 2008 Minutes Members present: Patricia Lemon, Rick Abbott Member Absent: Nick Arguimbau Others present: Town Coordinator David Young, Town Secretary Rosa Calcari, Miryam Williamson, Jon Calcari, Paula Lundgren (Athol Daily News) I Call to Order The Meeting was called to order at 6:00 pm at the Town Hall by Chairman Lemon. The agenda took note of the death of former Warwick resident Cornwell Scott Smith, who passed away October 8, 2008. II. Minutes Lemon MOVED to accept the Minutes of the October 6 meeting as printed in the agenda. Abbott SECONDED. VOTED UNANIMOUSLY. III. Presentations/Discussions 1. Winter Meeting Times and Dates - Lemon proposed changing the Selectboard meeting times for the winter season to 5 pm. Abbott was not in favor of the change, as he gets out of work at 4:45 pm and prefers to spend some time at home before coming to the meetings. Lemon offered 5:30 pm as an alternative, which was acceptable to Abbott. Young said that librarian Nancy Hickler had offered the Library as a venue for the winter Board meetings, to save on heating costs. The winter meeting season begins November 3, 2008, and concludes April 20, 2009. Lemon MOVED the Selectboard meet at 5:30 pm at the Library on alternate Mondays, the exact dates being listed in the agenda. Abbott SECONDED. VOTED UNANMOUSLY. 2. Pioneer Valley Renewable Energy Strategic Plan - The Buildings and Energy Committee had recommended that the Board sign the memo of agreement for this plan which addresses "how the communities, businesses, individuals and others in the region can reduce energy consumption, increase renewable energy generating capacity, and reduce emissions contributing to global warming." Lemon MOVED the Board sign the MOU, with the proviso that the Buildings and Energy Committee follow through. Abbott SECONDED. VOTED UNANIMOUSLY. IV. Reports 1. Selectboard Reports - Lemon reported on her work on Community Development Strategy goals for the town's project list, and asked other selectmen and Coordinator Young to prioritize the list in preparation for finalizing them at the next Board meeting. Lemon also reported on the October 17th trip to the Statehouse by the WCS fifth- and sixth-graders, their friends and family members, plus members of the Women's Guild. Senator Stephen Brewer and his aides greeted the 41 visitors, led them on a tour of the Statehouse and treated them to lunch. The Warwick flag was formally presented, and will be hung in the Hall of Flags by October 21st. She reported on her discussion during the journey with Warwick Firefighter Joe Paul on the demolition of the old WCS building. Paul informed Lemon that the windows had been installed shortly before the building was vacated in favor of the new Warwick Community School building, and that he believed that firefighters agreed with him that the windows should be reused rather than discarded or sold. They also discussed the fact that an asbestos inspection for the purposes of demolition must be performed before demolition begins; Paul encouraged her to recommend the Selectboard to take the initiative on this, which he felt would give impetus to the final demolition and erection of the new Public Safety Building. He told her he felt the firefighters would agree to paying for this, although they might ask ATM for reimbursement to the Public Safety Building Fund next spring. This tactic has the additional advantage of not making it necessary to go through the cumbersome bidding process. 2. Town Coordinator Report - The overall report was printed on the Agenda, but Young also gave verbal reports on several subjects: Speaking about the October 18th Town Hall Fix-Up Day, he said that many townspeople gathered and performed a variety of tasks designed to improve the energy efficiency of Town Hall. Lemon inquired about the progress of winterization of Town Hall, to which Young replied that there is more to be done after the next comprehensive energy audit. Young and Highway Superintendent Tim Kilhart attended a FRCOG meeting on fuel bids. Suppliers are willing to reduce the contract price by 30¢ on fuel oil and 50¢ on diesel. Sandri has offered the Town a 35¢ discount per gallon on fuel oil from the date of the contract amendment. Young felt that accepting this was wiser than buying out of the contract for the 60¢ per gallon awarded and then playing the market. The Board signed the application for Chapter 90 reimbursement for the recently completed Orange Road repaving project. Young had received an official letter notifying the town that it had been awarded the $5,000.00 flagpole solar lighting grant for which he applied at the behest of the Selectboard and Buildings and Energy Committee. Broadband update: Young said he had taken delivery of some of the necessary equipment, received the contract allowing us to use the Mount Grace Tower, and that Steve Kurkoski qA had put the wiring in place, so the first-stage antennas and radios may be installed by week's end. He also said that DCR is requiring a structural analysis of the tower to prove it can withstand the additional wind load prior to the approval of the antennas we wish to use. The recent Snow and Ice/Road Maintenance Questionnaire: Young had already shared the raw and summarized data with Kilhart and will meet with him this Thursday. Young wants to review citizen suggestions with him to determine what he has already planned and what might be added to those plans, to recognize the positive comments, and to find a more formal way to log complaints so that the Selectboard and Town Coordinator will be informed. Abbott suggested that perhaps complaints could be included in Kilhart's weekly Highway Report. IV. Public Comment None. V. Adjournment Lemon MOVED at 6:40 pm. to adjourn the meeting. Abbott SECONDED.
