Town of Warwick Selectboard July 27, 2009 Abridged Minutes (appendices, see www.warwickma.org) Present: Members Rick Abbott, Nick Arguimbau, and Patricia Lemon; Town Coordinator David Young, Town Secretary Rosa Fratangelo Calcari, Planning Board Chair Ted Cady, Hal Gilium, Phil Delorey, Broadband Committee members Miryam Williamson and Reva Reck, Regina Curtis, Wendy Wirth, Jon Calcari, Paula Robinson (Athol Daily News) Chairman Arguimbau called the meeting to order in the Town Hall at 6:05 p.m. I. Lemon MOVED to accept the minutes of the July 13 meeting with the addition of "with the consensus of the board" as requested by Arguimbau. Abbott SECONDED. CARRIED UNANIMOUSLY. III. Presentations and Discussions Lemon MOVED to declare the Accountant's old copier and the Highway's old sweeper surplus property. Abbott SECONDED. CARRIED UNANIMOUSLY. 2. Town Hall Air Seal/Insulation Contract-- Lemon MOVED to accept the low bid of $4,245 from Cellu-Spray of Colrain, MA. Abbott SECONDED. VOTED UNANIMOUSLY. 3. DOER North Quabbin Green Communities Regional Planning Grant Effort (Appendix I)--After a lengthy discussion, Lemon MOVED to authorize Chair to sign the Inter-Local Agreement. NO SECOND. MOTION DIED. 4. 911 Agreement with Massachusetts State Police-- Lemon MOVED to renew the 911 agreement with the Massachusetts State Police. Abbott SECONDED. CARRIED UNANIMOUSLY. IV. Reports 1. Rough-Draft Broadband Financial Statements--There were net gains in June and July and there is currently about $4,000.00 worth of inventory on hand to do 8 installations. Reck encouraged the Board to explore ways to make time payments for the initial $500.00 possible, but Young said that there is insufficient capital left to support time payments at this time. 2. Town Coordinator Report (Appendix II) Highlights--There is a problem on Gale Road involving a broken tree that has served as a telephone pole but is now and currently hanging over the road and held up only by the telephone wire. Verizon had offered to cut the wire but not the tree, and as of meeting time the wire had still not been cut. Lemon MOVED that the board give Highway Superintendent Tim Kilhart permission to cut this one tree as a one-time waiver to policy. Abbott SECONDED. CARRIED UNANIMOUSLY. * Village Center facelift--Roumbakis has not only completed painting the Town Hall, but, as long as they were here, anyway, offered to paint other buildings in the vicinity--the Library, Inn, Copper Angel Bakery and the Cooke house--at rates too good to be refused, as well. Our summer youth employees finished the fence rails around the Common (Town Park) and are now painting the latticework around the Police Station before they start on the signpost. Joe Paul is painting the Historical Society building. So the Village Center's "facelift" should be complete in good time for Old Home Days! * Old Home Days Satellite Dish Toss--There will be an internet-satellite-dish toss on Sunday, August 30, at 2 pm on the Common to celebrate our success in bringing broadband to Warwick! 3.
