Town of Warwick Selectboard September 4, 2007 Minutes of Emergency Meeting Members present: Rick Abbott, Jim Toth, Patricia Lemon Others: Rosa & Jon Calcari, Miryam Williamson I. Call to Order The meeting was called to order at 5:05 p.m. at the Town Hall by Chairman Lemon. II. Minutes Toth Moved to approve the minutes of the August 27 meeting as corrected. Abbott seconded. VOTED. III. Reports 1. Lemon announced that to save paper and ink, future reports would be posted on www.warwickma.org, rather than printed as part of the agenda, and a copy would be placed in the Library. 2. Responses to Requests for Proposals to survey and set bounds for Hettie Belle Lane, as approved at May 7 Annual Town Meeting. Thirteen RFPs were sent out by Toth, who read out the specifications (on file in the SelectBoard office), and 6 responses ranging from $6500 (Eaton) to $2500 (Muszynski) were received. Toth reported that he knew Muszynski's work and believed he would do an excellent job. Toth Moved to accept Muszynski's proposal. Abbott seconded. VOTED. 3. Statewide Selectmen's Meeting, October 13, in Stockbridge- Toth demurred; Abbott and Lemon expressed interest in going. Lemon will make reservations ($45 each) for her and Abbott. 4. STAR1 dues notice- Lemon agreed to submit schedule to pay $25 annual dues to this organization established to lobby for full funding of the state-owned-land PILOT program. 5. NQCoC2 membership-Lemon wondered why the Town had been a member in the past and whether it should again join. None of the Board members expressed interest in joining, although they had agreed at the previous meeting to send a representative from the Town to a planning meeting for an annual festival/fishing derby in early October. 6. Franklin County CEDS3 representative-Abbott agreed to be Warwick's representative. 7. Mount Grace Land Conservation Trust Annual Meeting, September 29th-Abbott and Toth are unable to go. Lemon is undecided. 8. NIMS Certification - Toth reminded Board members to complete training as required by Homeland Security to receive future grants, govt. funding. Also required of Police, Fire, Highway depts. and BOH members. 9. Petrain Certification as Building Inspector-The Board reviewed and placed in Petrain's Personnel file a letter from the Commonwealth giving Lorne Petrain an extension (to the end of February) to complete certification. IV. Public Discussion Ed Gillespie-Lemon asked if anyone knew anything about Ed Gillespie, who is listed with the Commonwealth as the Caretaker of the Richard's Hill Fenton dam (#MA01795), which she believes to be the one on Rum Brook Road. Calcari told her that Gillespie was dead but had lived in the house on Hastings Heights Road now owned by the Matilainens; also suggested asking George Day. Toth said he thought that Ed Gillespie was the name of the local Appalachian Trail manager and suggested asking Al Miner about him. SelectBoard Office Hours-Toth and Lemon discussed BoS office hours and agreed that Toth would continue his office hours from 8-9 this week and would be in from 8-10 and Lemon from 10-11 every weekday morning, starting on 9/10 and continuing until a new Town Coordinator is appointed.
